房屋出租人明知承租人利用出租房屋实施犯罪活动，不向公安机关报告的，处一千元以上三千元以下罚款；情节严重的，处五日以下拘留，可以并处三千元以上五千元以下罚款。
因情况紧急，仲裁协议的当事人可以在申请仲裁前依照《中华人民共和国民事诉讼法》的有关规定向人民法院申请证据保全。当事人申请证据保全的，人民法院应当依法及时处理。
